Brigade de Sécurité et d’Assistance Publique

People prepared.Communities protected.Haiti strengthened.

BSAP-Ayiti places environmental protection, community resilience, public service and civic responsibility at the center of community development.

Protect • Prevent • Serve • Restore
BSAP-Ayiti

Community first.

We believe a well-organized, well-informed community that participates in its own decision-making can better protect its people, its natural resources and the future of generations to come.

Our Mission

Prepared to serve.

The mission of BSAP-Haiti is to serve communities through environmental protection, prevention, education, emergency preparedness, community support, and service coordination within the limits of the law.

01

Forests & Natural Areas

Protection of forests and natural areas.

02

Water Sources

Protection of water sources and environmental resources.

03

Disaster Prevention

Disaster prevention and community preparedness.

04

Education & Relief

Environmental education, relief support, infrastructure protection and transparency.

BSAP-Ayiti

Protect without dominating. Serve without discrimination.

BSAP-Haiti must operate as a service that puts the community first. Protection means preventing, helping, protecting, and serving.

BSAP-Haiti must not be used as a political tool or as a source of personal power. All activities must be carried out with respect for the Constitution, the law, and fundamental human rights.

The people are part of the solution.
Community First

Participation builds resilience.

BSAP-Haiti encourages citizens to participate in the protection and development of their communities. We encourage community meetings, dialogue, transparency and accountability.

The people must have a voice in the future of their communities.

Municipal Council

Coordinate community needs.

The Municipal Council can serve as a platform for coordinating community needs with public services and other organizations that have legal authority.

Municipal People’s Assembly

Citizens propose solutions.

The Municipal People’s Assembly is a model of community participation where citizens can come together to discuss the needs of their communities and propose solutions.

It can provide input on local projects, public services, environmental protection, emergency preparedness and transparency.

Law & Responsibility

The law remains supreme.

Public power is a service, not personal property.

Every person and every institution must respect the law. No crisis or emergency should be used as an excuse for abuse of power, corruption, intimidation, discrimination or violations of human rights.

1

The People

The community participates and expresses its will.

2

Justice

A competent judge verifies the legal procedures.

3

The Notary

The notary authenticates documents, signatures and official records.

BSAP-Haiti can assist with protection and facilitation within the limits of the law; it does not control the will of the people.

Community Continuity

Keep essential services moving.

In the event of a major crisis or institutional failure, the primary objective is to protect human life and keep essential services functioning, in accordance with the law.
